HARTINGTON — Passing problems helped the Battle Creek volleyball team beat Cedar Catholic in three sets. Battle Creek took the first set 15-10. Cedar Catholic then won a close second set, 15-13. But Battle Creek took the final set 15-12.

LINCOLN — Senator Elroy Hefner of Coleridge and the 19th Legislative District was the recipient of the 1988 League Distinguished Service Award, presented by the League of Nebraska Municipalities. The award was announced Sept. 29, at the League’s Annual Conference in Lincoln.

As the third recipient of the award, Sen. Hefner was honored for his consistent support for the preservation of local control for cities and villages. He helped secure the local option on the issuance of liquor permits through his support of LB 911 in 1986. In 1987, he co-introduced LB 442 to limit the liability of EMT-As. In the 1988 Legislative Session, Sen. Hefner was the primary sponsor of LB 961, which amended the mutual aid laws to clarify the liability relationships and eliminate the coverage for municipalities. In addition, he has consistently introduced proposed constitutional amendments to require the legislature to fund state mandated programs.

The first League Distinguished Service Award was presented in 1986 to former Senator Ray Lundy of Kearney. The second award was presented to Senator Ron Withem of Papillion. It is the only award given by the League of Nebraska Municipalities.

The League is a nonprofit association of cities and villages organized in the early 1900’s to represent municipalities in the Legislature. The League also provides educational seminars and technical assistance to member municipalities.
