Congress again delays Gavins Point Dam project

In October 1951, President Harry Truman signed into law a $587 million appropriations bill. This bill included $2 million to start construction on the Gavins Point dam. The total cost of the project was estimated at $42 million so the appropriation was just a drop in the bucket. But it was assumed that once construction got underway, additional money would flow like the current in the river.
