Work progresses on washed out Bow Valley bridge

HARTINGTON — The Cedar County Commissioners met in the Cedar County Courthouse for their regular scheduled meeting on Tuesday, June 9. All three county commissioners were in attendance for the 8:30 a.m. meeting.

Road Supt. Carla Schmidt was first on the agenda and reported that the work crews have begun re-building the bridge on 564 Ave. just south of Bow Valley which has been closed since the March flooding of 2019. The target date to start was June 1 and the scheduled completion date is in and around Aug. 1. The bridge needs to be lengthened on both the north and south ends of because both ends were severely washed out in the flooding as the water scoured through both sides of the road and over the road widening the gap between the bridge and road by ten to 15 feet on each side of the bridge. This 564 Ave. Road is one of the counties most traveled roads between Hartington and Bow Valley.

Schmidt then presented one underground permit for approval for the Heimes Bothers in District One, which was approved by the board, as well as resolution 20-09 to upgrade one-half mile of road between 881 Rd. on Hwy 84 at 567 Ave., and this resolution was also approved by the board.

She then presented 1200 feet of road in Section 11 Precinct 6 to be closed and the board asked that she contact the county attorney for a future public hearing before a vote on closing the road can be made.

Lastly, Schmidt presented the results of audits that were recently completed on all the county shops with no concerns to report.

A road closing hearing was opened for a minimum maintenance road, 895 Rd. between sections 29 and 32 in Precinct One to hear comments both for and against closing the road.

John and Warren Hoebelheinrich were at the hearing to present their opposition to closing the road largely because they use the road for access to farming and also a rural water line is located along the side of the road which services a number of landowners. After hearing the opposition, the board decided against closing the road.

Russ Flamig from the Cedar County Fair Board presented an application for a special designated liquor license for the Ag Society.

After lengthy discussion, the board decided to table a decision until the fair board can be on hand to discuss their final plans for the fair’s planned concerts where the alcohol would be sold.

Bids were also opened for construction manager for the new transit system building to store their fleet of vans. The board voted 3-0 to accept the application from RaDec Construction as presented.

Zoning Administrator Tim Gobel presented a conditional use permit for ROSU LLC for a 300-999 livestock animal unit, which was approved by the board with a 3-0 vote.

Gobel then presented a conditional use permit for Nick Kruse for a five-acre tract to build a shop and living unit, which the board approved. He also presented building permits that had previously been approved by the Zoning Board for Mike Stone for a 36-foot diameter storage bin, a 40’X 60’ shed for Claude Hofeldt, a new house for Marcus Papenhausen, a 30’ X 48’ storage building for Martin Nordhues, a storage bin for Richard Junck and a storage shed for Janel Heikes.
