County Commissioners talk about roads, permits

HARTINGTON — The Cedar County Commissioners met at their regular scheduled meeting on October 8, 2019 and discussion was held on a number of various subjects.

First on the agenda was a report on the results of the Northeast Nebraska Public Health Board immunization clinic that was recently held at the Hartington Fire Department due to the outbreak of the mumps.

It was reported that 332 individuals participated in the free shot clinic.

Road Supt. Carla Schmidt discussed with the commissioners the current status on various roads still under repair from the March flooding and that progress is continuing.

Discussion was also held on a portion of 559 Ave. near Randolph that is referred to as Church Rd.

It was recommended that the speed limit on this section of road which passes by the cemeteries be lowered to 35 mph for the safety of the people and wear and tear on the road. A motion was made by Commissioner Bartels to make a Resolution 19-02 to lower the speed to 35 mph and the motion carried with a 3-0 vote.

Schmidt also mentioned that FEMA has approved payment on two of the 15 or so projects that were submitted for assistance stemming from the March flooding.

FEMA will pick up 75 percent of the cost, the State of Nebraska will handle 15 percent of the cost and the county will handle the final 10 percent of the cost.

It will take a while before all the projects submitted to FEMA will be acted upon just based on the sheer number of projects they are dealing with and need to act upon.

Discussion was held regarding a new road called Wirth Road that the county will be putting in between Hydraulics and Cedar Knox Public Power District. The road will extend from Hwy. 84 south two blocks to Tower Road, which is the road that goes up to the water tower.

Cedar County Emergency Managament Coordinator, Kevin Garvin led a discussion pertaining to fire alarm proposals. The proposals will be taken under advisement and addressed at a future meeting.

Zoning Administrator, Tim Gobel submitted seven zoning permits for approval as follows:

• Jim Sudbeck for a 444’ fence line bunk

• Mitchell Sudbeck for a 60’X120’ storage/shop

• Devon Wieseler for a 20’X 20” addition to his house and a 30’X 35’attached garage.

• Randy Pappenhausen for a 14’ X 24’ three season room,

• Frank Hochstein for a 50’ X 50’ garage/barn

• Chris Steffen for a 40’ X 52’ machine storage building.

• Eric Pinkelman for a 30’ X 80’ hoop barn.

All the permits were approved with a 3 – 0 vote.

Gobel also presented two applications for a Conditional Use Permit for the Clarence Shur Estate and Charlotte Jansen to split off farmstead for acreage.

The Clarence Shur Estate involved 14.2 acres and the Charlotte Jansen application was for 7.5 acres. Both of the permits were approved by a 3 – 0 vote.

Gobel also presented two plats for the Pelican Point Addition consisting of four plats/lots and a plat for the Bonertz Place sub-division both of which were approved by a 3 – 0 vote.

Cedar County Assessor Don Hoesing presented a removal of a mobile home from the tax roll located at 9143304.06 Precinct 6 which was approved by 3 - 0 vote.

Lastly, a Special Designated Liquor License was approved for Nissen Wine for an upcoming beer and wine event which was approved by a 3 – 0 vote.

The Commissioners will meet again on Tuesday, Oct. 28 at 8:30 a.m. in the Commission meeting room at the Cedar County Courthouse.
