County Commissioners agree to close road in Precinct 9

HARTINGTON — Cedar County should be in line for some FEMA funds after early summer flooding here.

Cedar County Emergency Management Director Kevin Garvin told Cedar County Commissioners Tuesday that FEMA approved the disaster for 10 Nebraska counties in the state, including Cedar County.

He said the disaster declaration is because of the damage caused by the heavy rains in parts of the county. 

Commissioners then talked about the damaged roads in the eastern Cedar County.

The engineer has not yet made a decision on closing the heavily damaged road to traffic. No cost estimate for the road’s repair has been developed as of yet, either, he said.

Board members said they believe the engineering firm will have the plans completed soon. 

Commissioners also decided at their Aug. 28 meeting to close a minimum maintenance road. 

Commissioners opened a special Hearing on the closing of the Precinct 9 road, however, no comments were received on the issue from those attending the meeting. 

A letter of support on the road closing from an adjacent landowner was reviewed by the Board, though. 

Motion was then made by Commissioner Dave McGregor, seconded by Commissioner Craig Bartels to approve and sign the resolution on closing the road as it was advertised.

Cedar County Road Superintendent Carla Schmidt distributed copies of an application for grant request to be sent to the Game and Parks.  

If funds are received, they will be used for improvements to the Brooky Bottom Park area. This includes improvements to the boat dock, restrooms, parking lot and road.

Schmidt also presented an easement for a power transmission line along the Knox and Cedar County line for Cedar Knox Public Power. 

Motion was made by Pinkelman and seconded by McGregor to approve the easement with Cedar Knox Public Power and Frankfort Knox Township in Knox County.

Schmidt also reported on the annual equipment and real estate inventory, which was recently completed.

Commissioners discussed the joint bid letting between Stanton and Cedar County for county bridge repairs. The bridge repair in Cedar County is located in District 3. Bid letting will be held at the Cedar County Courthouse Sept. 17, with the bid awarded Sept. 25.

Sandy Stockholm, representing the Missouri River Action Coalition, briefed the Board on the grant and an updated letter of support.

Commissioners agreed to contribute a $5,000 one-time donation to MRAC along with a letter of support to go with the grant application.

Damon Steelman presented the Board a performance bond, asking them to sign and approve the bond for the Wayne County wind energy project. 

Construction crews will need to travel on 1,900 feet of Cedar County road to deliver the turbines. 

After discussion, the Board agreed to sign the bond.

Zoning administrator Dave Sudbeck updated Commissioners on new building permit applications.

Applications brought before the Board for approval included:

* A 56,000-bushel grain bin for Larry Maxam, 

* A, 50 X 80-foot storage shed for John Sprakel, 

* A 30 X 32-foot addition on the Ryan Higgins home, 

* A 30 X 36-foot cattle shed for Bob Bruning,

* A 12 X 9-foot porch-utility room addition for Mike and Dianne Nelson

Sudbeck told Commissioners he has talked to the individual who had removed a building that was in the Right of Way. The landowner has agreed that when the building is completed it will be offset from the Right of Way using the remainder of the old building floor. 

With no further business or agenda items, the meeting was adjourned. The next Cedar County Commission meeting will be Sept. 11, at 8:30 a.m. in the Commissioner’s room at the Courthouse.
