Big changes on the horizon at County Treasurer’s office

HARTINGTON —  Some big changes are just around the corner for the Nebraska Department of Motor Vehicles.

Oct. 15, the DMV will go live with a modernized vehicle registration and titling system. 

VicToRy replaces a program in place since the early 1990s. Developed by FAST Enterprises, it will be used to register over 2.5 million vehicles annually and collect nearly $720 million in titling and registration revenue for state and local entities. 

In order to get ready for the launch, the Cedar County Treasurer’s office will be closing early Oct. 11 in order for staff to close out the books on the old system.

Cedar County Treasurer Jean Wiebelhaus said a lot of staff training is involved in order to make sure everyone knows how to use the new system.

“It will be a good system, but it’s a little overwhelming right now until we actually go through the process of titling and registering vehicles,” Wiebelhaus said. “It will be good once we know how to do it, We just hope the public is patient as we learn this.”

Besides the new system, customers will also notice a few other changes 

Anyone that comes in to title a vehicle will now have to provide proof of identification — either a driver’s license, social security card, or a federal Tax ID number if the vehicle will be owned by a corporation or business. 

“This is a whole different way of doing things for us,” Wiebelhaus said.

Wiebelhaus said her staff has a lot of work to do in order to educate themselves on the changes.

“We have a lot of changes and it is going to be a learning process for our office, too. We have been doing training in the office on modules and attended training in Norfolk, but have so much more to learn,” she said. “We are supposed to be training daily but with the customers at the counter and ladies gone for training, it’s impossible to get in much practice.”

Given the importance of this system, updating and maintaining its integrity is essential to the functioning of all levels of government within the state, said Rhonda Lahm, Director of the Nebraska Department of Motor Vehicles. 

Work began in March 2018 in conjunction with all 93 County Treasurers, the State Auditor and State Treasurer offices, the Nebraska Association of County Officials, business partners, and other key stakeholders.

“We are excited to deliver the VicToRy system on time and on budget to replace the current aging system,” Lahm said. 

“The project has been an incredible example of stakeholders reaching across traditional barriers to deliver a successful system. Working closely with our partners in County Treasurer offices and other state agencies has allowed us to deliver a product to meet our collective needs. I would particularly like to note the support of John Ewing, Douglas County Treasurer, for contributing full time staff to VicToRy from the beginning. Rachel Garver, Lancaster County Treasurer, also made a significant contribution, dedicating long-term team members to the project. Equally significant sacrifices have been made by numerous counties, committing weeks of time and dedicating resources to making VicToRy a success.”

The modernized system will expand online services with one of the new features being the ability to check the status of specialty plates online. 

Organizations using fleet services will be able to complete registrations online with a new streamlined process. VicToRy will also deliver a number of unseen efficiencies, such as automating manual processes, thereby reducing the opportunity for errors. 

There will also be fewer and more simplified forms for customers to complete. 

Other changes are also taking place. As of Sept. 1, holders of driver or motorcycle licenses may renew online for two consecutive renewal periods. 

To be eligible for the extended online renewal period, drivers must be under the age of 72.
