HARTINGTON – The Cedar County Board of Commissioners gave final approval to an interlocal agreement with the City of Randolph to establish local keno.
Under the agreement, Cedar County receives 70 percent of all net proceeds generated from approved lottery outlets and the municipality - in this case, the City of Randolph - would receive 30 percent.
The money divided by the county and city are the proceeds after awarding prizes, lottery expenses, payment of taxes and all other expenses.
The agreement was modeled off of how Knox County handles its keno system and follows all of the state requirements set forth by the Nebraska Cooperative Government (NCG). Any establishment in Randolph wanting to offer keno would have to apply and be approved by NCG.
Under the agreement, the city would be paid quarterly by the county and the county would handle all of the county and reporting requirements.
The agreement would be active for two years. After that time, the parties can decide whether they want to keep the agreement, change it, or put local keno up for a local vote and local control of the proceeds.
Last November, the county’s voters approved allowing keno lottery, giving the county jurisdiction over keno gaming.
The Nebraska constitution requires that any net lottery proceeds must be used for community betterment. Some counties or municipalities use lottery proceeds in their general funds to help offset property taxes, while others save it for a special project.
