LINCOLN — A Fordyce man was honored by Gov. Jim Pillen Friday with the Excellence in Leadership Award.
Don Whitmire was one of more than 3,400 public servants to receive this honor. This year, 99 recipients were honored.
The award highlights public servants whose job performance exceeds the highest standards and who have contributed to the overall effectiveness of their agencies.
Honorees are chosen based on character traits and core values like teamwork, customer service, visionary leadership, doing what is right, as well as performing your very best.
In a statement prior to the ceremony, Gov. Jim Pillen thanked the honored guests for their, “tireless effort, commitment, and servant heart.”
“The fact that you have been chosen reflects the respect you have earned and the value that you bring to your team,” he said. “It is my honor to recognize the service you provide citizens who rely on you to help address their needs, as well as support your agency colleagues,” he said.
Whitmire began his career at the Norfolk Regional Center (NRC) as the quality assurance coordinator and advanced to the role of hospital administrator in 2020.
He emphasizes the vital importance of NRC’s mission— protecting public safety for those we serve—and adding better, more fulfilling lives through visionary leadership.
Since 2020, he has spearheaded significant improvements in care and safety, including an over 75% reduction in staff injuries.
He actively encourages leadership team members to openly discuss the “why” behind every decision, fostering transparency, shared purpose, and mutual trust.
Workplace culture has also flourished under Whitmire’s guidance, with an emphasis on active participation in moraleboosting initiatives and culturebuilding efforts.
